The project, located at the east border of the Tap Seac square, intends to transformed the former Hotel Estoril and Estoril Swimming Pool into a multi-use youth center which will house the DESJ’s (Education and Youth Affairs Bureau’s) Youth Activity Center, the IC’s (Cultural Affairs Bureau’s) Macau Conservatory, a Hall of Performing Arts, a 24-hour heated swimming pool, and a 500+ basement carpark. The center will be a comprehensive cultural, educational, sports and leisure facilities open to the general public, especially for the youths. As an anchor in the old town of Macau, the project will transfer the Tap Seac square area into a conglomerate of cultural, creative, educational and entertainment facilities.

Planning wise, the DSEJ Youth Activity Center will be on the west side of the lot facing other existing youth facilities in Tap Seac square, including Art Exhibition Pavilion for the Youth and the Youth Theatre. The entrance of the Conservatory will be located at the east of the lot facing other adjacent schools, including Yuet Wah College and Ho Tung School. The Hall of Performing Arts will be located in the center of the building, it can be managed by either the Youth Center or the Conservatory. Ground floor and first floor level, of the facility will serve as a public ‘open spaces’ that connect all the facilities.

In terms of architectural design, the façade will resemble the original scale and lattice pattern of the original building façade, and generate a new parametric pattern that serve the new functions while creating a landmark alongside the square. The façade facing the square also create a series of outdoor, semi-outdoor spaces that runs in-and-out along the façade to encourage various performance and activities in the center of the old town.

e design respected the context of the adjacent buidlingt, coordinating with the surrounding facilities in planning, looking for the basic elements from the original exterior wall facade, and deducing a landmark building growing from the square according to the new use requirements. The facility is targeted at young people and provides a lively and open series of outdoor / semi-outdoor / indoor activity spaces, which complement each other's internal and external facilities to maximize the efficiency of public facilities in the area.

The project is currently seeking two start rating of Green Building Standard. The facility itself will serve as learning place for environmental education. The project also recommended to keep two trees on the street of Estrada da Vitória, as well as trees along the Avenue of Sidonio.
